NEW HOLLAND L445 DOES NOT HAVE LIFT ARM DOWN FORCE

I have a new holland l445 with a Wisconsin engine. Just got it at an auction. This is the only skid steet I have that does not have down force. When I press the pedal for the tilt it will lift it, but the arms raise like there is no resistance. Furthermore, if I drop the bucket tilt down and then drop the lift arm pedal down it doesnt lift the machine. The arms just stop. I was wondering if this is normal for this machine or if there is a valve or something.
 
Do the arms lift with you use the lift pedal? it almost wounds like it's in float mode, but if it was, the arms would not raise when you use the left pedal.
 
I have this same issue with my L425 and am wondering if it's supposed to be like that or if there's a fix for it?
 
I have a L455. When lift arms are down, if I tilt the bucket; the skid steer lifts. Front wheels do lift off the ground by tilting the bucket. Lift arms do not move. Might your hydraulic cylinder be leaking internally???
