Mustang 940e, starts, but sometimes wont rev up, nor shut off

Apologies in case this particular problem has been covered. This issue appears worse when cold, like below freezing. And not all the time, but becoming more frequent.
When it starts and revs up properly, the lockout solenoid sound is louder. When it does not, the lockout solenoid noise is a bit quieter, and the engine only runs at very low idle, smokes a lot, and will not shut off unless the throttle is zeroed. Electrical safety control issue, probably poor contact somewhere? Thank you all in advance for any assistance, and Merry Christmas!

Hello those models could be a little cantankerous, the solenoid is possibly not getting a good ground or could be faulty , the other big thing if they were not aligned perfectly with the injection pump they sometimes would stick, a good way of checking alignment is manually moving it back n forth to check for a stiff movement. also the pull side of that solenoid is tied in with the start wire to the starter, low voltage can be a problem
 
Solenoid was moving freely, alignment looked ok. De-ox'd all interconnects and the relay sockets. Since that was done, it starts and runs normally. Thank you for the assistance!! Very much appreciated!
