Mustang 2054 trying to start loaded

Hi team, I have a 2054 when I crank it it shudders and tries to move. Often resulting in popping a fuse. It struggles to find neutral I think. Any suggestions on where to start? Foot controlled bucket model with two levers for drive control. 2012ish model Thanks

There is a spring loaded cylinder on each of the steering links under the seat that keep the levers in neutral. I would start there. The springs can weaken or break. I would also look at the linkages. There are bolts that hold things together that can come loose
