cooler is clear. The filters and cooler are on the feed side of the pump? Not seeing how they could cause kill the motor.

sitting still with engine full throttle. if you just slowly tilt the bucket up or down. it will kill the engine. If you till the bucket with pedal fully press it wont bog at all

Have you checked to see RPM's its running at full throttle? The governor may be set too low.

I don't have the means to check the rpms. It does seem at max throttle though. its pretty loud. with no hesitation when throttle lever is moved to max

If it works ok when you use the tilt full and quick and loads the engine at slow tilt watch the control valve spools and linkage. It may be dragging the aux spool along with it when its moved slow. Sounds like a valve or linkage issue.
