M610 w/ Honda Engine Lugging

I have a Melroe 610 with a Honda engine in it. It has always been underpowered when working at higher speeds, but it has suddenly gotten much worse, nearly stalling when even lifting the empty bucket and moving at the same time. Does anyone have any advice for me on what I should check first to figure out why?
 
Check the ignition timing first I would think.
I just looked at the air and fuel filters and they both badly need replacing. Maybe that has something to do with it. If that doesn't do the trick I will try the timing. Thanks!

Might want to check valve clearance also. Pretty easy to do on Honda's.
