LX665 Park Brake

I have an LX665 park brake that has me stumped. Adjusted the arm and brake didnt hold. Assumed brake pad was worn down. Pulled side cover off and removed brake pad. Pad wasnt worn more than 1/32 down over stock thickness. Found a washer that was about 3/32 thick to go behind pad and try to space it out. Assembled brake and it still doesnt function. Shaft appears to screw in properly to push on the pad. What am I missing? Any common failures?
 
Unhook the vertical rod, the one with the spring, at the top where it attaches to the park brake lever. If the rod drops more than 1/2" the park brake is not adjusted properly. I move the arm on the splined shaft so the springed rod is @ 1/2" below the hole in the top lever.

Thanks, never had an exact method of adjusting. Just messed with the arm till it worked. Tried adjusting and it didnt work,so I pulled it apart. One thing I did think about last night. The brake arm was rubbing against the fuel tank. Wonder is the tank slide forward a little and that is keeping the arm from rotating down the entire way and locking the brake on...
