Lx665 no power to glow plug relay

I have replaced the glow plugs and the relay. I'm not getting power to the relay. I have the eic, key and cab panels pulled out and I can't figure out what I'm looking for. Looks like the manual button has a green with yellow tracer and two blue with green tracers. I've tested the blue with green tracer that comes out of the eic and no power there. Am I on the right track? Any help is appreciated. Thanks
 
I see a circuit breaker along with a big relay that carries load to the glow plugs. The starter relay and the glow plug relay look the same. They are both on the plate with the plastic cover behind the cab. There should be power on one big post on the relay and the circuit breaker should have power on both sides. My parts book says it's a 15 amp breaker. check that out. Does yours have a switch to operate the glow plugs or is it temp controlled through the EIC?

Yes mine has the manual switch. I'm thinking my eic board is bad. It still counts down but will not activate the relay. What i did to get myself up running is disconnect the wire that came from the eic board (? Or wherever it came from) to the manual switch and then ran a jumper wire from the starter switch that was hot only when the key was on. Now I just manually operate the glow plugs when I turn the key on and the eic timer is still counting down.
