If there is a bad connection the voltage should drop to close to 0V. If the voltage does not drop at all then you need to start looking else where why it is not starting.............With the service/run switch in the service position, power originates at the 15A fuse in the engine fuse compartment. Bottom fuse on the fuse block closest to the engine. From the fuse it goes to the batt terminal of the ign switch. When the switch is turned to the on position power goes to the fuse shut off solenoid through the service/run switch. In the start position power also goes through the service/runs switch and goes to the start relay under the engine fuse panel, outside relay, and when the relay is energized power goes to the starter.</p></blockquote><p></p>
