Ls185B Parking brake will not lock lift arms

I'M trying to fix a parking brake on a LS185b I had just bought. Some one has messed with the solenoid and removed the coil on the brake valve. I replaced the whole valve and I've got a parking brake now. It will not move with it on like it is supposed to. But the lift arms and hydraulics still work with the brake on. Just wondering if anyone had any opinions on what someone has unhooked or if there is another valve somewhere they may have took apart. Appreciate any advice.
 
For a bobcat brand machine the easiest things to check first would be the traction relay inside the fuse panel. Im not familiar with NH machines. But one has to wonder why it was bypassed to start with.

Thanks I'll try it. Beats me why any one would unhook it.
