ls185b park brake wont lock hydralics

I'm trying to fix a ls185b parking brake that someone has messed with. they took the solenoid apart and cut the coil off the control valve. I've replaced the whole valve and now have a parking brake and it will not move but the lift arms still will not lock with the brakes on. Just wondering if any one if there was another valve for the arms or anything else they may have unhooked. Any advice is appreciated.
 
There are only two possibilities. One is if the previous owner hotwired the solenoids on the control valve. Remove the panel between your feet to get to the control valve. On the front of the control valve where the spools enter the valve block you will see or should see two solenoids. Don't pay attention to the third spool with a different type of switch attached. If the solenoids are still in place, unplug them and see it that locks the pedals.----------If the pedals are still free then remove one of the solenoids and see if the pin in the center of the solenoid is sticking down about 1/8". If not they could be just stuck in the up position or some one could have ground the pins down.

They ground them down. thanks
