Ls170 bucket tilt leaking off

Hello, I have an ls170 that the bucket tilt leaks down rapidly. You can lift machine with the tilt and it holds fine. But even an empty bucket leaks down quickly and if you shut machine off it leaks down twice as fast. I removed valve and had local dealer put seal kit in and no change. I air tested cylinders and they seem fine. I also capped off rod ends of the cylinders as I saw a previous post mention. I lift the boom now and the bucket hasn’t leaked off in two days with it capped off so I’m assuming my cylinders are good. I’m not sure what to do next. Any ideas?
 
Since you capped the cylinder, you know it's not leaking internally, and one would hope that a dealer repaired control block would be good, so that leaves the bypass which might not be seating all the way due to a bit of debris, or the linkage is allowing the valve to be open a bit at the neutral position.
I'd put the hoses back on, disconnect the pedal links to the control block and see if it holds. That's the least intrusive test, but since you didn't say that the bucket creeps when its running, I doubt that that's the problem.

I'd suspect the valve is still leaking. Control valves generally have load checks, if the seals or seating surfaces are bad, it will allow fluid to by-pass.
On a machine i had that had issues with it's load check seals, i had the arms up in the air, shut the machine off, and tilted the pedal to raise the arms, it stopped moving when i did this, but moved when in neutral, are you able to do the same? Some machines have lock outs, so when the engine is off, the hydraulics are locked too, if yours is not the type that locks, give that a go to see if it could indeed be the load checks causing the issue.
