I am trying to find a used tilt cylinder for my 743 bobcat or all the mesrements to have one built.

Is this what you are looking for? http://www.loaderpartssource.com/new-bobcat-743-skid-steer-loader-hydraulic-tilt-cylinder.html
Yes that is the cylinder, but I would like to pick up a used one. Something a little cheaper.

check with a good hydraulic shop, I'd be surprised if it cost much more than half that to have one built.

Try these people http://www.wengers.com/ Website shows them out of stock right now but if you call them they may have a machine they havn't started parting out yet thats not listed. The part number you're looking for is 6539810 and fits the 63X, 64X, 73X and 74X models.
This place has lots of used parts also http://www.sewlparts.com/Default.aspx

to have the hydraulic shop build one for me i need all the measurements, like cyliner size [ length and dia. ], rod size, distance from center of mounting pin to mounting pin [ in closed and all the way open]. I do not have the old cylinder because when my father in law had the skid steer he broke the one that was on it, threw it away, and bought one thet isn't the correct size.

Here is one used for 740 or so , as far as I could see the bore is 3.25,rod dia is 1.5 and stroke is 18 but that information is just what people have put on the internet. The other link is just to a interesting site in Iowa.
