L175 no start condition

Good afternoon guys and gals! I'm new here and have a couple questions I'm hoping you can help me with. I own a L175 and since I'm working for someone else my skid sits for months at a time. It's now in a no start condition. I have 12 volts in the battery, fuel pump works and the dash lights up. My lower seat belt retractor is extended and frozen so I'm guessing the interlock is messed up. How can I put it in service mode to see if that's the problem?
 
My LS185b has a “service mode” switch located with the fuses, nestled into the headliner inside the cab. Maybe the L175 has the same?
 
Seat belt buckle interlock switch. The switch itself is good, the actuator that engages the switch was frozen.
