Kubota SSV65 Electrical Problem E021

I just bought a 2017 SSV65 skidsteer. Only problem is it had an electrical code fault 021 and it will only idle. If anyone knows where to look or what might be the cause please let me know. The dealer want to replace the entire wiring harness for $3K and that seems extreme!

I have a 2018 with the same problem. I haven't yet figured it out but here is what I have tried.

Replaced fuses
Replace main ECU
Pulled the entire wire harness out to look for shorts

are you able to move your machine?
