I'm working on a 1999 John Deere 250 with 290 hours on it (Serial Number: T00250A927079). The boom and tilt hydraulics intermittently freeze. Although the pedals remain unlocked and can be fully depressed, the boom only moves an inch up or down before the machine starts to sound like it might stall. The drive controls are unaffected and operate normally.

You may have an issue with your partition valve, try swapping it out with another one (same part number) on same block.
