JD diesel skid steer surging

Hello,
We have a JD 325 diesel skid steer that has developed a surge under load. Starts, idles, low and high RPM's are ok. But soon as I put on a load, either lifting or driving, the engin
surges.
Trying to ;get an idea of where to start before tearing into anything if I don't have to.

I would think maybe the governor in would look at which I believe is built into the injector pump ,as a first guess.

Just changed in November last year but will look.
If I ramp the throttle up slowly, I can get to almost 3000 rpm. But soon as I try to move it at higher than 1300 rpm it starts the surging. _
