JD 260 bucket does not go up

Hey everyone!
Im having an issue with my JD 260. Everything was working fine when I parked it. But now the bucket only goes down and wont go back up. I think there is a problem with my right lever since it goes all the way over to 90 degrees. Comparing the movement to the left lever, it only rotates 30 degrees or so and the boom moves up and down. When I try the right lever, I can see the cable operating the valve a very small amount and so it appears to be working. Anyone have any ideas on what what might be causing this?

Is the cable at valve moving the same distance as the cable at the lever? If the cable has deteriorated inside the sheath, the last strands of the wire might be giving "not enough movement" at the valve. Try to move the valve directly and see what reaction the bucket gives, but be extra careful!
 
Im finally getting back to this project. I tried using a wrench to move the valve and the bucket will still not tilt At the moment I have a backhoe attachment on. When either using the handle or the wrench, I can hear a change in sounds - like the pump is working, or at least something is working. According to the manual, I need to check the fluid level when the boom is down, but since the backhoe is on, I can not lower it to the ground to check the level. As it sits now, the level is good, but Im not sure if that is correct.
