JD 250 stuck in forward tilt

I have an 03 JD 250 Series II that is having an issue. The bucket is stuck in the downward tilt position and wont respond to the pedal tilting it back up. I also have a 463 that came down with the exact same problem today. Any ideas of what the problem could be?

Electrical, seat belt switch, seat pressure switch. go back and check other posts on the deere or new holland page for more concise answer
