I'd make sure the injectors have a good spray pattern and you have good compression before messing with the pump. If you screw up the pump it'll cost you to have it fixed. Also just check the RPM the linkage just maybe worn or out of adjustment.u will see where throttle peice goes to the injectors there are 4 bolts there take those off there usally are 2 springs there which make it go to the 3400 or 3900 rpms, also if u want fuel delivery faster or slower this is done with shimming the injectors up or down these shims are .001 to most likely ten thousandths, most likely take out shims more fuel add shims less fuel most likely or vice versa, it is that or the other way don't know for sure but thats how it works, hope this helps
