That is a Kubota diesel? Seems a little high to me. That figure will be it's max speed, you won't need to rev it that high.
It also depends on the gearing to your pump. If it's belt drive it can be lowered, if it's direct you can't. It also depends on the pump for the speed it is meant to operate best at.
