How to install automatic belt tensioner on 753

I just bought the $400 (!) automatic belt tensioner and am trying to set the pointer to 3 o'clock. I have a two foot pry bar pushing against the engine/belt casing and I can't get the belt tensioner to budge downwards. I am able to get the belt tight enough that I can't twist it more than 45 degrees or so along the bottom, but the dial just stays at 1 o'clock. How much pressure should I put on the pry bar, or am I doing something wrong? Thanks!
 
A brand new tensioner should adjust pretty easy. When I do it, I just snug the bolt to hold the tensioner in placed when I adjust it. I use a three foot prybar ( I think the actual tool is longer). Moved it to 3 o'clock, not until it stops and tighten to 28 ft lbs. Run the machine putting some load on the hyds and recheck. Recheck again after 5 or so hour. I think your bar is either too short or the bolt is to tight. There is should be no slack in the belt at all, yours is way too loose.
