Currently working on an 863 with a BF4M1011F and I have an injector pump that has lost its pin that fits in the teeth of the rack.
My question is, is the rack supposed to be stiff or move by finger pressure. I have the rack solenoid out and the rack is hard to move. My suspicions are that the broken off pin is jammed in there somewhere.
Any ideas of words of encouragement or wisdom? The pump with the missing pin was in the #4 position near the timing case end.

Yes, the rаке should be able to be moved with a finger not very easy. and the most important thing is that it returns to the zero position by itself.
If in doubt, remove all pumps and remove the rack. The pumps are driven by the camshaft...if the pin has fallen there...it has already been flattened and thrown somewhere in the channel where the rack moves..just push it in with your finger and see if it returns to the starting position by itself.Is it possible that one of the other pumps' lever has come out of the hole in the rack ?- This could block it and not allow it to move freely - it is driven by the centrifugal governor

Thanks, I've already removed all the pumps and it was pretty stiff to move and only partially returns to its at rest position. I was going to pull the timing cover off to inspect the cam belt anyway so I'll dig out the rack while I'm in there. It was the number 4 pump so closest to the timing case. I'll post what I find. The symptoms are making a lot more sense that they were initially. I've worked on a lot of these in the past, I've never seen a broken pin on a pump.
 
I just fixed one rack was stiff gummy rust from sitting years .It Should move freely but snap back from return spring .
Many injectors get messed up when bolted in without alignment of pin into slot on rack .

Thanks, I had never seen it happen before. I always had the proper tools for the work. It took me a while to find them in all my old work gear. I hope that broken off pin hasn't damaged something else. It's probably at the bottom of the oilpan. I guess i'll find out soon.
