Gehl R220 heater/AC fan issue

I have a Gehl R220 skid loader with a heat/AC fan speed issue. The slow, medium, and high settings work but when I switch it to "off" the fan speed runs on high. I thought it was the switch so I replaced it but that did not solve the issue. Any thoughts?

maybe the hi speed relay faulty

relays and fuses all tested good
