gehl 3825 revs up

Hi, Can anyone out there help me? I have a 1996 Gehl 3825 with a Kubota diesel V1305-E. It starts and runs great but very soon likes to rev up very high. I am not sure where to begin governor?
 
I'd look at the filters and pickup tube first. Is it using oil?
Are you referring to hydraulic filters?? What pick up tube?? Ive owned this thing for two weeks. I have replaced fuel filter and it does not use any oil. A guy from an implement dealer suggested a weak spring in the governor, I got into the governor this evening and haven't found anything that I believe out of the ordinary.I have done a lot of research but exploded views don't always help that I'm new to diesel engines.I do and would greatly appreciate any help. One more thing when the engine is revving up if I use a hydraulic function, like the bucket tilt up and hold it there the revving stops.

The pickup tube was the one that gets the fuel from the fuel tank.
It does sound like the govenor is sticky. It's meant to hold the RPM steady, not make it fluctuate up. It should only bog down then return to the set speed....
Have you replaced the air filter too? just covering all bases.
