Gas Wont stop

The gas flows from tanks of my 1737 uniloader thru filter and what I think is the uplift fuel pump into the carb all the time even when shut off, flooding the carb. It wont stop, is this a fuel pump issue? The pump is the only thing in the way from the tank to the carb. Any help would be nice, thanks.

sounds like a defective needle and or seat, could be made worse by misadjusted float.
