Fueling issue

I have a 753 C series Bobcat that I have owned for the last 5 or so years. The last 18 months or so the machine has been hard to fuel up. When dumping fuel into the machine it will only take a little fuel (1/2 a gallon or so) then it acts like its full and overflows out of the fuel filler neck even though the tank is still empty. When I have it on the trailer and stop at a gas station it keeps making the pump kick off unless I have it just coming out of the nozzle as a trickle. Has anyone else had this issue and what did you do to resolve it because it is really annoying that it takes longer than 10 minutes to put in 12 gallons of diesel. THanks..
 
The fuel neck is pinched or restricted some how. Or the breather is not venting the tank properly.
