Friction clutch repair

I am in the process of repairing a set of JD24 friction clutches. I sourced some friction disc plate sets at Tribco, but due to the price I am only upgrading two clutch packs at this time. The question I have is more of a general one, so chime in if you have an opinion. Where should I put the fresh clutches, front or back? In other words which operation could use a stronger engagement, pushing or pulling? The other two clutch packs are not all that worn since I was able to cherry pick two decent sets from the batch. They are only about 0.005-0.010" different from the brand new ones, but right now I'm unsure how that will translate in real world performance. I appreciate your input, I'm pretty new to skid steers in case that wasn't glaringly obvious. Thanks, Everett
