I have a Ford cl45 I replace the water pump flush the entire system and it still keeps wanting to run hot the air filter is clean and the coolant is topped off. Any ideas or suggestions?

I'm not familiar with the CL45, but I'll throw out some of the potential culprits.
Good air flow through the radiator? Debris in fins? Fan & belt condition? Thermostat? Pinched/kinked hose?
Cooling is water flow and air flow. If those aren't the problem, things start getting expensive.

Have a brand new water pump brand new thermostat brand new coolant flushed everything out that's the frustrating part.

You mentioned it runs hot. Could you have a plugged radiator? One man said blow out the fins but it may be internal. Could even be a bad radiator cap that you can replace cheaply. The radiator may have blocked tube inside. OR it could be a thermostate. One man suggested that. Those are the least costly. Try a radiator flush then even a bad water pump not pushing the water through. What is the age of this unit? I have seen cracked heads if all the rest doesn't prove effective. Hard to say but do the cheapest method first. Try it and see what may change. If anything. What makes you feel it is running hot? Symtoms of this help.
