engin wont turn off

First off, turn caps OFF.
If the engine won't turn off like that, it sounds like you have a bad diode to your alternator. If the diode that is used to excite the rotor shorts out, even when the engine is turned off, its generating power that keeps power going to the coil. If you disconnect your alternator, see if you can start then shut it down. If so, its the problem.
