General Question: is anyone else hearing talk of : starting 2012 any machinery working on a Federal , State , Municipality or OSHA regulated job site will be required to be up to date with Tier 4 emissions or not be allowed to work on the job site -----seems the country is in enough trouble already to come up with this , this would put alot of companies out of business
 
It is happening.
One of the trade pubs had an article a while back. California has already mandated that x% of your fleet has to be compliant. There was a large amount of equipment that was sold to out-of-state or other countries when re-powering was not cost effective. Then CA backed down the requirements after significant numbers of contractors complained that they didn't have the resources to upgrade their fleets in the time frame CA had proposed.
I found THIS DOCUMENT from the Massachusetts DOT that outlines their policies. They have a requirement for equipment 50 hp and above. That really only exempts small skidsteers, packers, pumps, generators and light plants. Some contractors may have to base their bids on using rental equipment.
I suspect that local politics will dictate when it will be implemented. The companies that have been proactive in upgrading their fleets will reap the benefits. Companies that were barely profitable using older paid for equipment could be in a lot of trouble.
There are a lot of companies that don't bid government / municipal work. They may never be affected.

Hurricane Katrina took my Ford 450 7.3 work truck which was a nice , good running truck , at the time all I could get easily and quickly was a gas 5.4 350 Superduty truck , diesel would have been a long wait or a long drive to get one , I was getting 8 miles per gallon with the gas engine and it is killing me with todays prices as a $125 fill up last about 1 1/2 days , so this week end past I decided to get another truck with diesel , I wanted the new Dura Max , I went to Chevy and found that all 2011 Chevys and Fords have the new DEF engines that burn the Urea so out the door to Dodge , found a 2008 4500 Ram with the bigger 6.7 turbo diesel with only 67,000 miles and two year unlimiyed mileage warranty , I am setting it up for work now but got to drive it for the weekend and it gets 16 miles per gallon unloaded and no Urea as Dodge paid fuel credits and thier trucks don't need to burn the Urea till 2014 , looks like I will cut my fuel bill in half saving about $200 per week ----------------what this story is really about is that I did a lot of research on the Dura Max and found a print out of some really bad features built in the truck , if the Urea tank goes empty out on the road ,( there are not many stations around here that sell the $5.35 per gallon Urea and you pretty much have to go to a truck stop to get it ) , when empty the truck will only start 3 times , on the first and second atart you can drive as normal but on the thrid start it will only drive 5 mph and there is no 4th start , after 3 you are dead in the water and need to be towed into a shop and recalibrated , there was no way I was getting involved in that mess and pretty happy so far with the Dodge , comparing new to new the Chevy cost almost $10,000 more than the Dodge -----------------so if your thinking of a new diesel truck I would get the Dodge before 2014 or buy a Chevy or Ford built before 2011
