Deutz FL511 Starting Fuel Allowance Button

I have a Deutz F2L511 engine in a Bobcat. Fuel is going into the injector pump but not coming out. I suspect it might be something to do with the 'Starting Fuel Allowance Button' or called 'Excess Fuel Lever' in some posts. I was told that this button should click down and stay down until the engine has started - when it pings up again. On my engine this button slides up and down, but does not click and does not stay 'on'. Is this the likely cause of fuel not coming out of the injector pump, and what can I do about it?
 
I don't know if this applies to your machine, but on our Ford tractors, the button will not stay depressed if the throttle lever is in the idle position. Set it at mid-throttle and the button will latch. If fuel is going into your pump and not being injected, it sounds like the fuel cut-off lever / cable / solenoid is in the 'off' position. I have seen some systems where moving the throttle all the way to zero cuts off the fuel and shuts down the engine. HTH

Skidroe said exactly what i was going to. I had a 731 that had the same engine, the excess fuel button wouldn't click if you didn't have some throttle.
