Deutz control rack, pump, shut off function questions/discussion

So I have gone from hard to start too hard to shut down on this machine 863 G . I have replaced 2 injectors that I broke pins off of. I have them all in the rack (pretty confident) and it moves as it should.

It starts right up but is crazy rich and shutting off the key doesn't stop the engine. It seems like it slows it down but still puffing dark smoke until I cut the fuel flow off and it runs out.

Seems like the pumps are slotted for adjustment. The originals were all pretty well centered. They do not turn much but I assume the intent is that you can turn them until the rack shuts off the flow and maybe that cure the over fueling at the same time?

My assumption at this point is that the spring loaded rack pushes the pins closed, key off, no power to shut off solenoid. Key on uses the solenoid to pull the rack and the pins on the pumps to the right, looking from the rear. As long as the rack springs left key off, the intent is to push the pump pins to a shut off position.

If this is correct then rotating the pumps counter clockwise should move the pump pins closer to closed and presumably pumping slightly less fuel when the rack is key on.

Getting this just right seems like it is going to be a nightmare. I cannot find any documentation on how or what to do, the manual is essentially worthless on the subject. Then again maybe I am just a minor adjustment away from getting it to start run and stop in a functional manner. Does anybody have any experience with this? As troublesome as this engine is, somebody must have come across this....lol
