change injection pump c190

I am new to the site I am looking for advice/ steps needed to change my injection pump on a C190 New Holland skid steer I am having problems getting the machine to throttle up sometimes it will if I move the throttle very slowly but it wont stay It will usually drop rpms back down after a half hour or so Thank you in advance for any help
