Case 1840 Odd Boom Lift Issue

I have a Case 1840, serial number: JAF0312660*, pretty sure it is a 1999 model year and it has a strange issue when trying to lower the boom. I just bought it, so I am not used to these controls and maybe that is the issue. When you use the left handle, it should raise and lower the boom. It will raise no problem, but it will not lower the boom unless you move the RIGHT handle into the correct 'spot' and then it will lower. The machine is in good shape, 5700 hours and seems well maintained. If there is an adjustment or common issue with these, I am all ears.
 
That "right handle has to be in a certain spot" to get the boom to lower? I‘d check the interlock system first. The 1840 has safety interlocks on the boom lower function. If a sensor or switch is worn/out of adjustment, it might only allow boom lowering when it accidentally gets the right signal from the right handle movement. Could be a loose connector, too.
