Case 1830 Missing Governor Assembly

Just purchased this but I don't see the Governor linkage anywhere. The throttle control linkage has been welded and is now reverse direction from factory. Where is the Governor? I have the Parts catalog which shows two different arrangements. Page 50: 1. Belt Driven Governor linkage and Governor & Page 51: 2. Gear driven Governor linkage and Governor I don't see either on this machine! No wonder it over revs & nearly stalls,,,etc.
