Case 1825B skidsteer bucket tilting issues

The bucket is sometimes slow on tilting and other times, not tilting at all. Hydraulic fluid is up, and I've adjusted linkages which has helped very little. Has anybody got suggestions as to the problem and how it can be fixed?

How is the lift function? does it lift quickly and without power issues?
If it does, and you have checked the linkages to ensure they are free to move fully, it has to be something in the control block. The centering spring in the control block can break, or something could have fallen off, limiting movement of the spool.
