Bucket wont function till warm

I have a 2000 bobcat 553 and the bucket will not tilt until the machine gets warm. It started last winter but was only a minor problem just a few minutes and then it was fine. By the end of winter it was a long time no matter the temp about 30 minutes even then it seemed slow to start moving well. So I rebuilt the cylinder this summer thinking that might be the problem because it was leaking some. I also changed the hydraulic fluid the best I could by filling, running and draining I did that 5 or 6 times and changed the filter 2 times. Have not had any problems since then, I believed I took care of the issue until today it was 3 degrees last night had to warm it up for 10 minutes until it worked. You can see the bucket trying to move about 1 inch either way but it just stops right up. All the other cylinders work just fine, the auxiliary works, the machine drives just fine. Any Ideas would be really welcome.
