Boom/Bucket solenoids

I have a 2001 New Holland LS180. The boom and bucket pedals do not move. I jumped the seat switch and then jumped the seatbelt switch but they are still locked ( not in service mode ). I took out the solenoids ( pedals move fine ) and applied 12 v to them and they work fine. I used a temp plug in place of the solenoids and the boom and bucket work. I'm not getting any power to the solenoids. I checked all the fuses in the cab and engine compartment. Is there another fuse or relay somewhere else ? Maybe the wires are compromised, it's difficult to trace them.

Will the engine start without the seat belt on with the service run switch in the run position? The way the system is set up is, if the engine only starts once the operator is in the seat and then fastens the seat belt, then the saftey equipment is working. If the engine starts at any other time with the service run switch in the run position, then some creative wiring has taken place. If the saftey equipment is working then plug one of the solenoids back into the harness and then see if the solenoid will release. If the solenoid does not release, then unplug that solenoid and plug the other solenoid in. Always have one solenoid plugged in or you will not have power to the solenoids. One bad solenoid will keep both from working.
