Seems silly but, have you tried jump starting it?
A battery can have proper voltage but not enough cranking amps. If it doesn't jump start then you may have a short somewhere.

Installed new Battery, same fail code, old batt test good with 100 Amp load, ordered new relays for next try.

A word of advice, it is dangerous to jump start any vehicle with a computer
Large used relays were replaced , 100 AMP main fuse cleaned and checked, glow plug fuse good, fuel bulb works for prime.
Cranks no start, no smoke.

Is this a late T590 with the common rail Doosan/ Bobcat engine? If so you might have a fuel system/ injector problem. Also try removing the main drive belt, sometimes the reduction in load will let it spin fast enough to start.

Thanks', but bobcat panel meter indicates fault code M0309 "Low System voltage" with a hot battery and 10 AMP charger connected.
Where does the engine controller (Computer) get that information, Fuse, relay or other ?
