Bobcat S220 not turning over

I have a S220 that is not turning over. I have power when I turn on the key but it will not turn over. I am getting code 13-07, 18-06, and 10-16 (not quite sure on the last one I am just remembering off the top of my head). I just installed a new fuel solenoid and noticed that it has 3 wires (red, black, and white) that lead into the plug. The female side has only 2 wires going into it and it looks like there was once a third wire but has been cut off. Also the old solenoid had a ground that came out of the harness and was attached underneath one of the two bolts that hold the solenoid down. Now with this new solenoid does it need that ground wire connected through the plug? Would any of the codes keep the machine from starting?
 
13-07 is Fuel shutoff hold solenoid short to ground
18-06 is Spool lock coil short to ground
10-16 is Hydraulic charge filter sensor not connected

I had found the codes and see that 13-07 involves the fuel shutoff solenoid. I had read somewhere that the new ones were a bit different than the old style ones. If it is short to ground I would guess that it would keep the machine from turning over. Like I said power up to the key but nothing when I try to start it.

Try swapping the starter relay with the light relay. I had a bad starter relay that still clicked once. A bad fuel shut off solenoid will not stop it from cranking.

Low battery or a loose ground cause some strange fault codes.
jump the starter with a piece of wire or a screw driver , if the starter spins over then it will elimanate a lot of senarios fast , then put a test light on the wire of the sloinoid which fires it up and have someone engauge the starter , those two quick steps will narrow it down ----------- the run kill sloinoid is not going to stop the engine from turning over , it will stop it from firing up ------------ is your machine key or keyless , I would guess key , keyless would open up more possibilities of no spin
