BobCat S150 Throttel wont stay at full throttle

I just bought a used S150 with 1780hr and everything seems to be working great expect for the fact that the throttle won't stay at full throttle. I push the throttle to wide open and it slowly works it's way back to about 3/4 to 1/2 throttle. I know I don't drive it very smooth being a beginner with one of these machines but I don't think that all of the bouncing around I’m doing would cause my throttle position to change. Is this something that someone else has seen or heard of? I bought the parts manual online and the operation manual, still trying to find a good deal on the service manual. In the engine compartment there is a rubber washer in-between two other washers where the throttle links up. I checked and this was tight but am wondering if the rubber washer can wear out? Any advice would be great
 
On most machines there is a spring on the bolt where the throttle attaches in the cab and you just tighten the bolt until you have enough tension to hold the throttle in postion.

On the throttle lever in the cab there should be 2 allen head bolts. Try tightening them to increase friction for the lever. If they won't tighten you may need to replace worn parts. There are a few wavy springs and friction washers to be found if you remove the lever assembly by taking out the 2 hex head bolts. The rest of the linkages should move freely even when all the hardware is tight, only the lever in the cab should hold the engine speed where you want it.
