Bobcat running issue

So Im having a problem with my 731 skid steer and wondering if anyone has ever seen this before or if its possible. It has a deutz F2L511 diesel. New injection pump and lift pump. It will start easy and get to about half rpm range where it stops gaining rpm and loses rpm til it dies. This whole time it is sooting black as night. Im been going through the fuel system double checking everything but now wondering if something is wrong on the pump side that is loading the engine that heavily after start up. Any input would be greatly appreciated.
 
I'm wondering if there is an issue with the excessive fuel bitton not releasing. There is a button you press that will drop down till it starts and pops up. If it's staying down, it may be over fueling causing the black smoke.
I'd have first thought the issue was an injector, but i'd think it wouldn't start easily if it was bad.
Is the air filter clean?
Is the fuel filter new too? but if it was starving for fuel, it wouldn't puff black smoke i'd think....
