Bobcat M700 Throttle control

I just purchased a Bobcat M700 and the throttle control won't throttle down. It only runs wide open and to slow the engine down I have to feather the choke. How do I adjust the throttle control so I can smoothly open it up and/or slow it down?

Just like a lawnmower, the throttle control goes to the governor, which controls the carb. Chances are there is a problem in the linkage somewhere.
