Bobcat 843 hydraulic problem

Lift arms wont go up unless i activate the auxiliary control handle and left foot peddle. Ive had the hydraulic control valve rebuilt three times. Checked linkages, and the hoses can only fit a certain way. What else could it be?

That's an odd one, if it was newer it could be a lock out solenoid, but it's old and simple.
I wonder if there is something wrong with the aux circuit causing it to stay on causing issues. does it tilt fine though? and is there any whistling noises from the pump when running? if so, something could be wrong causing the aux to stay on, that is what the noise is, oil going over the relief valve.
