Bobcat 7753 tilt and lower issues

We picked up a 7753 about a month ago and have been working to get it back running. At the moment we are running into an issue where I have Lift but it will not lower unless i turn the machine off. I also do not have any tilt, forward or back. Any idea on where to start to diagnose the problem? This is our first skid steer, so it is all new to me.

If its manual controls make sure the linkage from the pedals is hooked to the valve and the spools are moving.

They are manual. they appear to be moving the them back and forth. I may take that front panel off so i can get a better look.
