Bobcat 7753 hour meter keeps running

I just got a 1996 7753 and the previous owner said he took out the hour meter because it kept running. I bought a new one and hooked it up and it started moving right away without the key being on. Does anyone know what the problem could be, or do I have to get into the wiring?

It will be the wiring, i believe they are wired to the charge pressure sender on older models, so when the engine is off, even with the key on, it will not click over.
