bobcat 773 not getting fuel

Question: Can the grommet around the brass 90 leak air..? Question: there is another hose that comes off the top of the tank with a brass 90 and 3/8 rubber hose. It looks like it runs up under the engine. Is this a breather hose..? Question: I should be able to pump straight out off the brass 90 right..?
