It revs really high going down any incline at all and labours up hills unless its at full throttle. Once you get up the hill it just revs to the moon. It has  bosch fuel pump on a pug engine. As brdgbldr mentioned the governor. Has anyone had any first hand experience with checking and replacing these on a bosch fuel pump?</p></blockquote><p></p>
