Bobcat 751 rpm questions

Hey all, I have a bobcat 751, just curious, 2 things, when I increase RPM and drive forward it seems to rev up when I stop, or when you stop using any hydraulics. Second, when you start it up in the morning, sometimes you have to rev the engine up to get the hydraulics operating. Any suggestions?

I'm not familiar with that spacific machine but it sounds to me like a governor issue.

OK so I have managed to eliminate some of my issue, the hydraulic drive belt was the issue, How ever I am still having to fiddle with the throttle while driving it and using it. It revs really high going down any incline at all and labours up hills unless its at full throttle. Once you get up the hill it just revs to the moon. It has bosch fuel pump on a pug engine. As brdgbldr mentioned the governor. Has anyone had any first hand experience with checking and replacing these on a bosch fuel pump?
