Bobcat 751 glow plugs

My 751f has the Kubota 1903 engine. My glow plug system has a dash switch with spring loaded release. I don’t know if it has to be held in the on position and just pushed to on and released. This machine has no indicator light to show if the glow plugs are on I think the system doesn’t work. Very hard starting. I replaced the relay, but now don’t know if I’m using the switch right. I haven’t tested the glow plugs themselves, yet. That’s next. I believe the model year is 1998.
 
I believe that the glow circuit is only active when the switch is held down. You should be able to hear the relay activate if you're in a quiet enough area, and if you have a volt meter in the dash it will drop significantly if the glow plugs are working. Those are some quick checks you can do without breaking out the DMM and wiring diagrams.
The hard starting does indicate a glow problem, unless it's also difficult to start after it has been fully warmed up, which could mean other problems.

Only a cold start problem. Inside the shop at 46 degrees it started instantly. Starts easy after being run enough to warm up. I’ll check the volt meter today. I have to move it from the unheated livestock barn to the heated shop. Next step is an ohm meter on the glow plugs.
